In 1999 the government inaugurated the “New Approach” policy with the aim of creating conditions for the communities to become self-sufficient, via financial aid for setting up small economic activities, agriculture and livestock rearing. Unfortunately, the economic development of these communities has ground to a halt because of a lack of funds and infrastructures.
