Georgia. A hushed elegy. Georgian refugees from Abkhazia and South Ossetia

In 1999 government inaugurated the “New Approach” policy, giving refugees the right to acquire land with the aim of creating conditions for the communities to become self-sufficient, via financial aid for setting up small economic activities, agriculture and livestock rearing. Unfortunately, the economic development of these communities has ground to a halt because of a lack of funds and infrastructures.
