Georgia. A hushed elegy. Georgian refugees from Abkhazia and South Ossetia

The refugees go to the market early in the morning to sell their meagre vegetable and fruit produce, their per capita income is of only 14 lari (7 euros) per month, which is below the minimum poverty level. In 1999 the government inaugurated the “New Approach” policy with the aim of creating conditions for the communities to become self-sufficient,
via financial aid for setting up small economic activities, agriculture and livestock rearing. Unfortunately, the economic development of these communities has ground to a halt because of a lack of funds and infrastructures.
